CoE Framework Convention aims to keep AI consistent with human rights, democracy and the rule of law

Article 1(1) states the Convention’s aim for activities across the AI lifecycle.

The provisions of this Convention aim to ensure that activities within the lifecycle of artificial intelligence systems are fully consistent with human rights, democracy and the rule of law.

CoE Framework Convention sets a five-party entry-into-force rule

Article 30(3) requires five consenting parties, including at least three Council of Europe member States.
